Any user, at any time may start a public RP. We allow both one-liners, para, and (while I'm not fond of it) Multipara.
On this note, when people are beginning to RP, it means we should quiet down, and head on over to M✰DC OOC until the RP finishes. Any user is allowed to make the OOC room, but in obtaining mod-ship, you're EXPECTED to follow the same rules our "fulltime" mods and owners follow.
✰ When is an RP finished?
✰ When the RP has been at a standstill for more than an hour.
